Duties of Secretary
The post of Secretary is a very responsible post in the Commission. In the proposed re-structuring of the administrative set up of the Commission, he will be entrusted with added responsibilities as shown below:-
- He/She will also carry out all functions necessary for providing support to the Commission to discharge its functions.
- He/She will also carry out all functions necessary for providing support to the Commission to discharge its functions.
- He/She will be responsible for furnishing required information for proper conduct of the Commission's meetings.
- He/She will maintain a record of all-important decisions taken by the Commission and also convene meetings from time to time as envisaged under the Act.
- He/She will receive or cause to receive all petitions, applications and other filings or references to the Commission.
- He/She will assist the Commission in proceedings conducted by the Commission.
- He/She will sign all orders, communications made and notices issued as approved by the commission.
- He/She will also act as Secretary of the Commission?s Advisory Committee and will be convenor for the Advisory Committee meetings.
- He/She will be responsible for taking follow up action for redressal of consumer grievances.
Duties of Joint Director (Tariff)
He/She will carry out the following functions:-
Analysis and Tariff determination for approval of Aggregate Revenue Requirement (ARR)/Tariff of :
- Generation companies
- Transmission companies
- Distribution companies
- State Load Dispatch Centre (SLDC)
- Framing and enforcement of Tariff Regulations and amendment thereof.
- Analysis and approval of Review petition/Misc. petition etc.
- Preparation of tariff/review order for approval.
- Analysis and determination of tariff for Renewable Energy Projects.
- Scrutiny and approval for adoption of tariff under section 63 of the Act.
- Scrutinising of Power Purchase and Sales Agreements including short-term sale of power, unscheduled interchange, bilateral agreement between distribution and power producers.
- Analysis/issues concerning power purchase agreement both shorter, Medium and long term.
- Implementation of Fuel & Power Price Adjustment Mechanism (FPPPA), processing of power and fuel price adjustment claims.
- Matters relating to Tariff Policy, Multi Year Tariff and Annual Tariff fixation, Annual Performance Review and True up petitions
- Matters relating to implementation and updating of the Supply and Distribution Codes.
Duties of Deputy Director (Engineering)
He/She will be responsible for the following works:-
Analysis and Tariff determination for approval of Aggregate Revenue Requirement (ARR)/Tariff of :
- Generation companies
- Transmission companies
- Distribution companies
- State Load Dispatch Centre (SLDC)
- To collect data and forecast on the demand for end use of electricity and to require the licencees to collect such data and forecast.
- To monitor action taken by licencees to formulate perspective plans and schemes in coordination with others for the promotion of generation, transmission, distribution and supply of electricity.
- To assist in working out norms and details for regulating the assets, properties and interest in properties concerning or related to the electricity industry in the State.
- To take necessary steps to ensure that the distribution licencee procures power in an economical manner and through a competitive power procurement process.
- To review PPAs and to ensure that power purchase arrangements of the licencees are as per the consent given by the Commission.
- To undertake any job relating to planning and power procurement assigned by Joint Director (tariff).
- To assist the Joint Director (tariff) in carrying out the functions including DSM.
- To aid and advise the consumers / stakeholders in order to redress their grievances received in the Commission related with the electricity issues. The work includes understanding the consumer grievance in person, seeking reply/ comments of the licensees, agency against whom the grievance is held.
- Educate the consumers regarding the mandate of Commission its jurisdiction, Regulations Orders, Electricity Act, CEA orders, proper procedure for grievance redressal mechanism including clarification of different queries of consumers regarding Energy Efficiency, CGRF, Ombudsman, Electronic meters, Billing etc.
Duties of Deputy Director (Finance)
- He/She will be responsible for discharging the functions with regard to preparing the Pay bills of the staff and various other Bills including deduction of taxes at source (TDS).
- He/She is also be responsible for supervising the work of the Superintendent of Accounts and Cashier regarding maintenance of Accounts of the Commission.
- He/She will carry out the following functions:-
- Study of material costs of licensee's business and evaluation of methods used by licensees to calculate marginal costs.
- Review of statements given by licensees in tariff proposal and comparing the percentage of marginal costs recovered by the current and proposed tariff for each consumer class.
- Analysis of licensee?s arguments for the proposed tariff changes including justification on the return on equity being requested.
