Kumar Sanjay Krishna, IAS (Retd.)

Kumar Sanjay Krishna was Chief Secretary, Assam during 2019-20 and belonged to IAS of 1985 batch of Assam-Meghalaya Cadre. He held various posts such as Addl. Chief Secretary Home & Political, Revenue & Disaster Management, Public Health Engineering, Information and Public Relations, Food and Civil Supplies and as Principal Secretary, Planning and Development, Forest and Environment, Cultural Affairs departments, as Managing Director, Assam Tea Corporation Ltd., DC Kamrup & Sonitpur in the state and as Additional Secretary, Agriculture and Farmer’s Welfare Ministry, Joint Secretary Department of Economic Affairs, Ministry of Finance, Director, PMO in the Central government. He was also posted as Director, Tea Board in New York during 2001-2004. Kumar Sanjay Krishna did M.Sc in Physics from Delhi University and B.Sc (Hons) Physics from St.Stephen’s College, Delhi. He did courses in Public Administration, Public Policy, Trade Policy etc from Harvard University, Berkley and Syracuse Universities. He joined as Chairperson, AERC on 4th January 2021.

Shri Satyendra Nath Kalita

Shri Satyendra Nath Kalita brings with him more than 32 years of experience in managing variousbusiness functions in the power utilities of Assam, Assam Electricity Regulatory Commission and Central Electricity Regulatory Commission. In his last position, he served as the Managing Director of the Assam Electricity Grid Corporation Limited (AEGCL) from July 2017 to December 2019. As MD, AEGCL he turned around the utility and successfully commissioned the 162.4 km long 220KV Rangia-Salakati transmission line which was lying incomplete from a long period. Shri Kalita was instrumental in finalising the network expansion planning of AEGCL till FY 2030 to be implemented in two phases; implementation of the projects under phase-1 with AIIB funding have already been taken up.Prior to that,he had held the positions of Chief General Manager with Assam Power Generation Corporation Limited (APGCL), Assam Electricity Grid Corporation Limited (AEGCL) and Assam Power Distribution Company Limited (APDCL). In the above mentioned positions, he was responsible for management of functions, processes, people aspects and facilities dealing with general finance and accounts, internal audit,regulatory affairs, IT enablement through ERP and management of Employee Pension Trust. During his tenure at the CERC, between 2006 and 2011, he contributed to the development of several pioneering Regulations as well as to the modification / amendment of earlier notified Regulations. During this tenure, he also worked on several important Discussion Papers related to Tariff of Generating Stations. During his tenure with the erstwhile Assam State Electricity Board (ASEB) between 1987 and 2003, first in the engineering cadre and later in the finance cadre, he was part of several important developments in the state's power sector such as reforms and restructuring of ASEB into separate generation, transmission and distribution utilities. During this period, he also oversaw activities related to erection and commissioning of 2x50 MW Kalita is primarily an Electrical Engineer, who completed his Bachelor of Engineering degree from theJorhat Engineering College, Assam. Subsequently, he has completed his AICWA from the ICWAI, Kolkata and Diploma in Business Finance from ICFAI, Hyderabad. He also completed Middle Management Programme of 3-Tier Programme from the IIM, Ahmedabad.

Shri Alokeswar Bhattacharyya

After obtaining LL. B in the year 1987 Decree from Guwahati University he appeared in the examination of Assam Judicial Services conducted by APSC & became successful in the same. Then he was appointed in the grade -III of Assam Judicial Services & joined in the same on 12/12/1988. On promotion to the grade –II of Assam Judicial Services, he joined therein on 07/06/2001. Thereafter on promotion to the Grade –I of AJS on ad-hoc basis he joined therein on 20/04/2007. Further he was promoted to the Grade –I of A.J.S. on regular basis & on 29/01/2008 He joined therein. Subsequently he was promoted to Selection Grade District judge on 30/09/2014 & to Suppertime Scale District Judge on 31/05/2018. Finally after serving for a period of 32 years 1 month 19 days he was retired from the post of presiding officer, Industrial Tribunal, Guwahati on 31/01/2021.During his services in the Grade –III of A.J.S., he was posted as Munsiff No.III & II of Karimganj, Munsiff-Magistrate 1 st class, North Salmara at Abhayapuri, Munsiff-Magistrate 1 st Class, Barpeta, judicial Magistrate 1 st Class, Sibasagar, Munsiff-Magistrate 1 st Class Tihu S.D.J.M(S), Barpeta, SDJM Bajali, Pathsala. During his services in the Grade –II of A.J.S he was posted as Add. Chief judicial Magistrate Bongaigaon, Assistant District & Session judge, Barpeta, Chief judicial Magistrate, Dhubri, Chief judicial Magistrate, Dibrugarh, Civil judge & Assistant Sessions Judge No. 1 Guwahati. Further during the tenure of his services in the Grade I of AJS he was posted as Add. District &Sessions judge (Ad-Hoc) No.1. Guwahati, Add. District & Sessions judge, Guwahati, Special judge Assam, judge, TADA Court, District & Sessions judge, Hailakandi, District & Sessions judge, Dhubri, Registrar (Vigilance) Gauhati High Court, District & Sessions judge, Darrang, Mangaldai, Presiding Officer, Labour Court, Guwahati & Presiding Officer Industrial Tribunal, Guwahati. During the aforesaid postings apart from CPC, Cr.PC, IPC He had tried the cases of TADA Act, Prevention of corruption Act, Consumer Protection Act, Electricity Act, & Various other Acts.& also acted as Drawing & Disbursing Officer for a period of 16 years.
